Technical Knowledge
  • Ensure the effective implementation of the MEAL system at the project level and guarantee its proper functioning.
  • Lead all MEAL activities for the CGPP project in the intervention area.
  • Supervise the collection, analysis, validation, and regular dissemination of data.
  • Support RECO and ACSA supervisors in weekly real-time reporting.
  • Ensure the quality, reliability, and consistency of data from the community level.
  • Regularly monitor program activities and ensure the quality of field interventions.
  • Support health zones, fisheries and livestock inspection, and environment departments in analyzing collected data and preparing presentations.
  • Implement complaint management mechanisms.

  • Strengthen the MEAL capacities of project staff and community partners.
  • Support the development of a monitoring and evaluation framework for the project.
  • Provide ongoing technical support to partners in data collection, compilation, analysis, and dissemination.
  • Contribute to the design and adaptation of data entry and monitoring tools for PFA, MPV, Zoonoses, Nutrition, and Maternal and Child Health surveillance.
  • Ensure the quality, accuracy, and completeness of data collected at the community level.
  • Implement the CGPP's MEAL plan, including SMART indicators, tools, and harmonized formats.
Capacity Development
  • Support training for health care providers in the partner health zone in partnership with the health zone Support training for health care providers in the partner health zone in partnership with the health zone.
  • Support integrated training on data collection tools, surveillance of IPE and other infectious diseases for CHWs in partnership with the Health Zone
  • Analyze, interpret, and present data (tables, graphs, maps).
  • Ensure the timeliness, completeness, and quality of weekly reports submitted by supervisors.
  • Check the quality of physical reports and monthly attendance lists.
  • Support the regular encoding of data in DHIS2.
  • Support the production of presentations (tables, graphs, maps, infographics).
  • Collaborate in the drafting of monthly, quarterly, and annual reports.
  • Support the design of electronic forms on the ONA platform.
  • Supervise the performance of RECOs and ACSA and ensure their regular monitoring.
  • Support the replacement of inactive volunteers in accordance with CGPP procedures.
  • Represent the CGPP in technical data review meetings.
Learning and Evidence Base Development, Dissemination and Knowledge Management
  • Assist research in the field as part of research team, field preparation, field supervision
  • Assist the project ME (Monitoring and Evaluation) in data interpretation and writing reports that show evidence of results and impacts
  • Identify best/promising practices and success stories for documentation and dissemination
  • Participate in the planning and implementation of baseline, midline, and endline surveys
  • Support LQAS surveys for independent monitoring of vaccination campaigns
Resource Mobilization
  • Assist the CGPP project Coordinator to contribute to the development of project (grants and Responses) proposals that have Health component
  • Assist the CGPP health project Coordinator to provide key ground data and information to the GAM (Grant Acquisition and Management) team
Quality Assurance
  • Assist the Project ME to write, and ensure timely submission from the project of monthly/quarterly/ annual Health activity reports and any grant-specific reports
  • Assist the CGPP Health project Coordinator in monitoring, supervision and evaluation of the health project
  • Conduct internal data quality assessments (DQAs) in collaboration with partners (One Health approach).

Profil recherché

Education, knowledge & skills, licenses preferred, and all experiences required:
  • University degree in Statistics, Management Information Systems, Applied Demography, Public Health, Epidemiology, Medicine, Mathematics, Economics, or a related scientific field.
  • Fluency in French and good knowledge of English and local languages.
  • Proven skills in quantitative and qualitative data collection and analysis.
  • Proficiency in software: SPSS, STATA, Excel, Power BI, QGIS/ArcGIS, ONA/ODK, NVIVO, R, SNIS, DHIS2, etc.
  • Solid experience in MEAL training and local capacity building.
  • Knowledge of DoS's MEAL system and the One Health approach.
  • Ability to work under pressure and travel up to 50% of the time in the field
  • At least three years experience working in international NGOs with experience in monitoring and evaluation for development or humanitarian projects.
  • Skills in data analysis, information management, and mapping using GIS softwares.
  • At least some experiences in Health program, management immunization program Nutrition & MNCH program is preferred
  • Proven experience in managing community projects
  • Project management and design experience
  • Project implementation and monitoring and evaluation
  • Excellent interpersonal, organizational, time management, demonstrated leadership and good management ability.
  • Excellent French communication skills (oral and written).
  • A working knowledge of English
  • A working knowledge of the local language
List academic requirements, technical skills or other knowledge preferred for this position:
  • Experience in Immunization and Disease surveillance
  • Experience in health Zone management
  • Experience in MCH and Nutrition for U5 children
  • Theory of change and logical framework development
  • Database management, statistical skills and ability to critically evaluate health data
